Consequence Summary:	IF SPRINGS FALL FROM THE TRAILER WHILE THE TRAILER IS OPERATING ON THE HIGHWAY, THE SPRINGS CAN BECOME ROAD HAZARDS TO OTHER VEHICLES SHARING THE ROADWAY.
